The airline section of this fee schedule reflects the <br /> agreement reached between the airlines operating at the Eugene Airport and the City of Eugene. <br /> The signatory airlines to this agreement include; Horizon Air Industries, United Air Lines, Mesa <br /> Airlines (d.b.a. as United Express), and SkyWest Airlines. During the airline negotiation process, <br /> non-signatory rates were set effective July 1, 1996, the background information was outlined in <br /> the May 24, 1996, memorandum that you received from Mike Boggs. Since then, agreement with <br /> the airlines has been reached. The negotiated rates for signatory carriers for exclusive and <br /> preferential space are $31.05/sq. ft./per year, and $34.15/sq. ft./per year for non-signatory <br /> carriers. Anew passenger-based fee, Common Use Fee has been established. This fee is based on <br /> actual expenses related to passenger traffic (i.e., custodial staff, materials and supplies in the <br /> terminal building) and is charged back to the airlines based on the ratio of their passengers to the <br /> total amount of passengers. The average cost per enplanement under the negotiated contract <br /> results in a $3.94 average cost per enplaned passenger. <br /> In addition, the Old Tower Building square footage rate has been revised based on actual <br /> expenses associated with that building. A hazardous substance response fee has also been added <br /> <br /> to offset the costs associated with the Airport establishing a hazardous response trailer to be able <br /> <br /> to respond to hazardous spills at the Airport. <br /> <br />
