5. The City Manager delegates to the Executive Manager and such other departmental <br /> personnel as the Executive Manager shall designate the authority to execute contracts <br /> less than the following amounts: <br /> Department: <br /> Administrative Services $100,000 _ _ <br /> Library, Recreation and Cultural Services $50,000 <br /> Planning and Development $50 000 <br /> Public Safety $50 000 <br /> Public Works $100,000 <br /> 6. Departments shall have the authority to execute change orders for contracts, which <br /> are within budget contingency for that contract or project and are within change order <br /> guidelines of the Public Contract Administrative Rules. Any change orders"shall be <br /> consistent with applicable provisions of the original contract. <br /> 7. Subdelegation of contract signing authority shall be by Administrative Order of the <br /> Executive Manager and shall be filed with the City Recorder and Purchasing. <br /> 8. Before executing any contract which is controversial or to which some political <br /> significance is attached, the Executive Manager shall notify the City Manager of the <br /> Executive Manager's intent to execute the contract. <br /> 9. Each Executive Manager will appoint a single contract administrator for their <br /> department who is primarily responsible for the record keeping of contracts initiated <br /> by that department. The Executive Manager will notify the Purchasing Manager of <br /> the designation and of any changes in the designation. <br /> 10. The Financial Operations Services Division shall develop a guideline education <br /> program for contract development and monitoring for use by contract administrators <br /> and managers and shall coordinate this program with the Human Resource and Risk <br /> Services Division's training program. <br /> 11. The signing and dating of this Administrative Order by the Executive Manager of the <br /> Mayor/CounciUMan~ger Division of the Administrative Services Department <br /> replaces Administrative Order #44-92-15. <br /> Signe `~--G ~ Date Mav 28. 1996 <br /> xLi a H.
