~4 ' <br /> ADMINISTRATIVE ORDER <br /> OF THE CITY MANAGER <br /> #44-96-04 <br /> City of Eugene, Oregon <br /> 'Under section 6(2) of the Eugene Charter, the City Manager is given authority to make purchases <br /> 'and act as a bu iness agent for the City Council in connection with the sale of real estate and other . <br /> business and c mmercial transactions. The City Manager desires to partially delegate this authority <br /> to the Executi e Managers of the various city departments or their designees. <br /> It is the intent f the City to: <br /> A. Provide for uniform and consistent processing of contracts. <br /> B. Minimize the time and attention required of the City Manager for routine contracts. <br /> C. Clearly define areas of responsibility with regard to initiation, execution and <br /> administration of contracts. <br /> Based on the ove, the City Manager orders that: <br /> 1. Unless Council approval is required as a matter of law, or unless Council approval <br /> is requested by the City Manager, no contract shall be placed on the Council agenda <br /> for approval. <br /> 2. Only contracts over departmental authority as noted below will normally be brought <br /> to the attention of the City Manager for review, approval and signature. For purposes <br /> of this administrative order, contracts for exchange of services shall be assigned an <br /> approximate dollar value of the services given by the City. <br /> <br /> ~I ' 3. Any contract submitted to the City Manager for signature shall have the initials on <br /> the City Manager's signature line of the Executive Manager who recommends <br /> execution of the contract by the City Manager. <br /> 4. Executive Managers shall be responsible to the City Manager for the initiation, <br /> content, award, obtaining of signatures, budgetary encumbrance and compliance with <br /> applicable federal, state and local statutes for contracts which carry out the programs <br /> of their departments. <br /> <br />
