1 <br /> EXHIBIT B <br /> Regio al Wastewater System (Regional Facility Equalization Charge) <br /> 1. , Regio al Wastewater SDC Formula <br /> In addi ion to the local wastewater SDC collected, a Metro Wastewater Management <br /> Cgmmission ( WMC) Facility Equalization Charge (also know as the MWMC SDC or the <br /> Rejgional Wa ewater SDC) will be collected on all new connections to the system: This <br /> ch~rge is a r imbursement SDC meant to recoup the region's investment in reserve <br /> se~yvage treat ent capacity. This charge is imposed on all new connections for all new or <br /> existing deve opment in the Eugene-Springfield area as recommended by the MWMC <br /> approved me hodology. This charge shall be adjusted from time to time to account for <br /> inflation when recommended by MWMC without going through the process to amend this <br /> <br /> Appendix D o the Methodologies. The regional wastewater SDC is calculated the same <br /> <br /> way for all de elopment, including the River Road/Santa Clara/Highway 99 Area. <br /> The r gional wastewater SDC is designed to have new development and those <br /> connecting fo the first time in River Road/Santa Clara/Highway 99 Area "buy-in" to the <br /> existing local investment or equity in the treatment plant. Local investment or equity is <br /> determined b netting out current liabilities, grants and outstanding debt from the present <br /> value of M C assets. The total local investment is then divided by the total potential <br /> sejvice units t derive a cost per unit resulting in a base charge.. Development is credited <br /> for; any prope tax payments made in the past toward the MWMC bond debt. Depending <br /> on'the year th t a property was annexed, the charge is equal to the difference between the <br /> base charge and the credit. Figure B-1 graphically depicts the methodology used to <br /> calculate the egional wastewater SDC . <br /> j Forth present value of local equity please refer to Table B-1 in this Exhibit B. <br /> I <br /> The ba a regional wastewater SDC per EDU is calculated by dividing the potential <br /> nu ber of eq ivalent dwelling units (EDUs) that can be served by the regional treatment <br /> pl nt into the cal equity. The regional wastewater SDC per fixture unit (PFU), is derived <br /> by dividing t e regional wastewater SDC rate per EDU by 16. To derive the regional <br /> w stewater S Crate based on historic consumption, divide the regional wastewater SDC <br /> ra a per ED by 6. The regional wastewater SDC rates per EDUs, PFUs, and historic <br /> co sumption an be found in Appendix G in the current adopted SDC fee schedule.
