j 1.2 SDC Charges
~ The SDC imposed by EC 7.700 through 7.740 shall be computed by totaling the charges for
each system as set forth in these Methodologies. Based on that total, the administrative
charge shall be calculated and added. After determining the total charges plus administrative
charge the credits shall be determined and deducted to arrive at the SDC to be collected. The
current rates are listed for each system charge, in the adopted SDC fee schedule located in
Appendix G.
2.0 Exemptions and General Approach
t'
This section outlines the general approach taken in calculating the City's development charges and
in determining and specifying appropriate expenditures of SDC revenue. For the purposes of this
document, the definitions in the Eugene Code, 1971 shall apply unless expressly provided to the
contrary. Appendix B contains definitions of words and phrases which are used Throughout this
report.
2.1 Exemptions
t To simplify the administration of the SDC, no development involving then-existing
improvements on a site will be deemed to increase usage of or create the need for additional
capital improvements until one of the following occurs:
(1} For property improved with only a single family dwelling, when:
j ~ (a) an additional dwelling unit is created, or
(b} aA or part of any structure on the site is changed to a use not permitted outright in
an RA zone in EC 9.384.
(2) For all property not covered in (a) above:
(a) an additional dwelling unit is created,
(b} there is an increase in the number of plumbing fixture units on the site,
(c) 60 sq. ft. of impervious surface is added to the site, or
(d) either 3,000 or more square feet of floor space in a building changes use or 50%
or more of the gross floor space of the building changes use.
(3) An additional connection to, or an increase in the size of an existing connection to the
public wastewater or stormwater system is to be made.
2.2 Genera! Method for City of Eugene SDC Rates
Table 1 provides an overview of the basis of the rate setting methodology; outlining the basic
rates, cost basis, service standards and means of implementation for each system charge.
New development should not be charged for a higher level of service than that currently
provided to the community or to which the community has committed future resources.
Therefore, additional capacity needs are determined using the City's existing level of service
or the City's funded level of service. In a similar manner, new development should be credited
I for past and future bond payments an infrastructure related existing debt (Metropolitan

I ; Wastewater Management Commission [MWMC]) and past trunk sewer levies.
i
May 1, 1997 City of Eugene SDC Methodology Page 2
