~ ±
2.1.2.2 Existing Development ,
For administrative convenience, rather than verifying by physical
inspection the number of plumbing fixture units in existing
development that is connecting to the sanitary sewer for the first time,
the base equalization charge shall be determined by using the historic
winter water consumption for the existing development. Atypical
single family dwelling average winter water consumption is 6,000
gallons per month. By dividing the EDU rate by six the rate per 1,000
gallons can be determined and applied to the average winter water
consumption of the existing development to calculate the base
equalization charge.
2.2 Administrative Charge
A further adjustment to the base equalization charge is the addition of administrative
costs. MWMC will incur staff costs for the updating and processing of the charge.
These costs would be applied on a per connection basis. Based on estimated
administrative costs and future connections, the administrative cost per permit is
calculated at $10.00. Calculation of the Regional Facility Equalization Charge is
illustrated in Figure 6.

Febroary 24, 1993 Methodologies: City of Eugene SDCs Page D-6
