The ,charge is based on the trunk sewer, pump station <br /> and force main costs in the area net of federal grants and equivalent assessments and <br /> the developable acres in the area. <br /> ~.0 Regional Facility Equalization Charge <br /> In addition to the local charge, a Metro Wastewater Management Commission (MWMC) <br /> Facility Equalization Charge will be collected on all new connections to the system. This <br /> dharge is a reimbursement SDC meant to recoup the region's investment in reserve sewage <br /> 'I treatment capacity. This charge would be imposed on all new connections in the Eugene- <br /> Springfield area. This charge shall be adjusted from time to time when directed by MWMC <br /> v~ithout going through the process to amend this Appendix D or to the Methodologies. <br /> '1~'he proposed equalization charge is designed to have new development and those <br /> cpnnecting for the first time m RR/SC "buy-m" to the existing local investment or equity m <br /> t e treatment plant. Local investment or equity is determined by netting out current <br /> 1' b0ities, grants and outstanding debt from the present value of MWMC assets. The total <br /> 1 cal investment is then divided by the total potential service units to derive a cost per unit <br /> rgsulting in a base charge. Development is credited for any property tax payments made in <br /> t~e past toward the MWMC bond debt. Depending on the year that a property was <br /> annexed, the charge is equal to the difference between the base charge and the .credit. <br /> ~I Figure 6 graphically depicts the methodology used to calculate the regional charge. <br /> i <br /> e present value of MWMC assets equals approximately $151 million. Local equity is <br /> e ual to this asset value net of current liabilities, state and federal grants and outstanding <br /> d bt. The present value of local equity was calculated to be approximately $34 million. <br /> ~'~i 'I~he base charge is calculated by dividing the potential number of equivalent dwelling units <br /> (DUs) that can be served by the regional treatment plant into the local equity. This <br /> p oduces a base charge of $202 or $12.62 per plumbing fixture unit. <br /> 2.1 Rates <br /> 2.1.1 Single Family Dwellings & Duplex <br /> For single family dwellings the base equalization charge is the rate for one <br /> EDU.
