Note that the average number of intersections does not include the downtown <br /> grid. It was judged unlikely that the dense grid system of streets in downtown <br /> Eugene would be repeated elsewhere and thus avoids the potential for over <br /> estimating the number of intersections per mile. <br /> 133 ZYaffic Signal Costs <br /> City of Eugene records indicate a total of 182 intersections with traffic signals <br /> currently in place. Intersections on the state highway system account for 52 <br /> signalized intersections, with intersections of streets under local jurisdiction <br /> accounting for the remaining 130. Since the signalized intersections on the <br /> ct' s with Eu ene s collectors and arterials each of <br /> state hi hwa s are interse ion , <br /> g Y g <br /> ~ these 52 is counted as one-half. This yields a total of 152 equivalent signals. <br /> Dividing 152 signals in the system by 287 lane miles of collector and arterial <br /> streets (a figure derived from Eugene maintenance records after subtracting <br /> turn lanes from the inventory), yields 0.53 signalized intersections per lane <br /> mile. <br /> Once again, it was judged unlikely that the density of signalized intersections <br /> in the downtown area would be repeated in newly-developing parts of the <br /> City. .Accordingly, the number of signalized intersections per mile was <br /> reduced to 0.35 per mile. City of Eugene staff estimates the average cost of <br /> ~ signalization at $120,000 per intersection, including administrative and <br /> en ' eerin char es. At 0.35 si alized intersections er lane mile traffic <br /> g g Sm P <br /> ~ signals add $42,000 per lane mile to collector and arterial costs. <br /> 13.4 Bridges and Other Structure Costs <br /> " It is likel that additional bridges will be constructed as development occurs. <br /> Y <br /> Assuming that bridges required for new development will be in proportion to <br /> e~risting development, the City of Eugene's inventory of its bridge system was <br /> consulted. <br /> Several of the bridges. are on local streets and are, therefore, not appropriately <br /> included in the cost calculation for collector and arterial streets. It was also <br /> judged unlikely that the close spacing of bridges over the Mill Race and <br /> Amazon Channel in the vicinity of downtown Eugene would be repeated in <br /> ~ newly-developing areas. Accordingly, half of the short-span bridges in the <br /> central Eugene area were eliminated from the cost calculation. <br /> In addition to the small structures, the Ferry Street Bridge and the Ferry <br /> Street Overpass were listed in the inventory. Construction cost of these was <br /> listed at $2,068,560 and $3,532,800, respectively.
