k ~ <br /> 13 Collector aad Arterial Street Cost Analysis . <br /> The cost figure for street construction is a key factor in the equation by which the <br /> transportation portion of systems development charge is calculated. This discussion <br /> outlines the methodology and assumptions used to calculate a unit cost used in the <br /> systems development charge equation. <br /> The cost of a lane mile of collector or arterial street is derived from several <br /> components: <br /> • the basic construction cost of a linear section street; <br /> • the cost of intersections; <br /> • the cost of traffic signals; and <br /> • the cost of bridges or other structures. <br /> Figure 2 illustrates the method for calculating the collector and arterial street <br /> components of the transportation SDC. <br /> 1.3.1 Linear Section Construction Costs ' <br /> The two typical sections developed for this analysis are based upon standard <br /> engineering practices, City policy, and policies included in TransPlan, the <br /> adopted long-range transportation plan for the Eugene-Springfield area. <br /> The typical arterial/collectorseetions used in this analysis were 46 and 66 foot <br /> wide streets. 't'he construction cost is estimated at $126.50 ,per lineal foot for <br /> the 46 foot wide street and $181.50 per lineal foot for the 66 foot wide street. <br /> The average non-assessable cost per lineal foot is $76.01. This equals <br /> $401,326 per mile. Currently there is an average of 3.26 lanes per mile of <br /> arterial. Thus, the non-assessable cost per lane mile equals $123,106. Adding <br /> administration and engineering the cost per lane mile for a linear section <br /> equals $153,883. <br /> 13.2 Intersection Construction Costs <br /> The importance of intersections as a component in the collector and arterial <br /> street cost calculation comes from costs which are higher than a linear section <br /> of street and from the City's long standing policy not to assess costs for <br /> intersections to adjacent property. <br /> The cost calculations for typical street intersections were based on the lineal <br /> foot unit costs for different street widths and typical right-of--way widths for <br /> local and collector/arterial streets. Based on the average number of <br /> intersections per mile, the intersection cost per lane mile of arterial/collector <br /> is estimated to be $21,781.
