,t;
Equitable Share of Public Facility frosts: as used in the development of SDCs, the City's cost of
providing system capacity, a8ocated to new development relative to the development's impact or use
of system capacity.
Impact Measurement: the unit of system capacity used to determine the relative effect. of a new
development on the capacity of a specific system. For example, plumbing fixture units are used to
determine the effect of development on the wastewater system.
Impervious Surface: used as an impact measure for the stormwater SDC. An impervious surface
is that which prevents or retards saturation of water into the surface of the soil or causes water to
rvn off the surface in greater quantity or an increased rate of flow compared to the natural condition
of the property before development. Asphalt, concrete, and roofing materials are examples of
impervious materials.
Improvement Fee: the portion of the system-specific SDC charged to cover an equitable share of
the capital improvements required to increase capacity of the system to accommodate new
development.
Level of Service: (per unit of development) - as used in development of SDC rates, represents the
amount of system (orsub-system) capacity provided at a certain point in time. The current level of
service is used as the basis for determining the system impacts of new development. This is
presented in terms of the appropriate impact measure.
Methodologies: This document entitled °METHODOLOGIES: City of Eugene, Systems
Development Charges" and any amendment or modification made hereto.
MWMC: Metropolitan Wastewater Management Commission -responsible for regional wastewater
treatment.
Physical Improvements (for impact reduction/mitigation): A facility or asset, designed and
constructed at the developer's expense, which is owned and maintained by the property owner or
owners agent; not a program or activity or naturally occurring physical attribute.
Proportionate Share of Public Facility Costs: the cost of capital improvements which are
reasonably attributable to new development.
PFU: Plumbing Fixture Units -defined in the state Uniform Plumbing Code. A rating assigned to
different drainage fixtures depending on drain pipe or fixture site.
Reimbursement Fee: the portion of the system-specific SDC charged to recoup the community's
past or current investment in extra capacity in antiapation of future growth. An example is the facility
equalization charge established by MWMC to recoup the regional investment in extra capacity made
for the wastewater treatment facility.
Replacement Costs: the cost (in current fiscal year dollars) of replacing existing system capacity.
SDC Eligible Costs: system value net of assessable costs, grants and outstanding debt. This cost
is allocated to all development in proportion to its impact on system capacity.

March 01, 1997 Methodologies: City of Eugene SDCs Page B-2
