S <br /> The detailed Cost of Service formula for each component of the transportation system is set forth in <br /> Appendix C. The cost per trip is the sum of all transportation system components identified in <br /> Appendix C. <br /> The Transportation SDC for a proposed development is determined by multiplying the units which <br /> describe the impact by the trip rate to determine the number of trips assigned to the proposed <br /> development using the Transportation Trip Generation Rate Table in Appendix C and the cost per trip <br /> in the current adopted SDC fee schedule in Appendix G. <br /> 4.0 Local (City) and Regional (MWMC) Wastewater Systems <br /> Collection of the wastewater SDC includes both a local (City) and regional (MWMC) system charge. <br /> 4.1 Local (City) Wastewater System <br /> The Local Wastewater SDC formula for calculating each element and application of the <br /> Wastewater SDC is determined by multiplying the applicable rate per EDU or PFU or historic <br /> consumption or building site/lot size, by the unit of measure for the proposed development. The <br /> Local Wastewater SDC is applied differently to development outside and inside the River <br /> Road/Santa Clara/Highway 99 Area (see Attachment 2 in Appendix D). The detailed analysis, <br /> methods for calculating, and the Cost of Service formula per EDU or PFU for the Local <br /> Wastewater system can be found in Appendix D. The Local Wastewater SDC rates can be found <br /> in the current adopted fee schedule in Appendix G. <br /> The Local Wastewater SDC for a proposed development outside the River Road/Santa <br /> Clara/Highway 99 Area is determined based on: <br /> m Dwelling Units (DU) for Single Family and Duplex development <br /> n Plumbing Fixture Units (PFU) for other than Single Family and Duplex development (e.g. <br /> Multi-family, Commercial, Industrial) <br /> The Local Wastewater SDC for an existing development outside the River Road/Santa <br /> Clara/Highway 99 Area connecting to the wastewater system for the first time is determined <br /> based on: <br /> n Dwelling Units (DU) for Single Family and Duplex development <br /> n Historic Consumption (monthly average winter water consumption) for development other <br /> than Single Family and Duplex development (e.g. Multi-family, Commercial, Industrial) <br /> Inside the River Road/Santa Clara/Highway 99 Area, the Local Wastewater SDC for all <br /> development types (e.g., commercial, residential, etc.), new or existing, incorporated or <br /> unincorporated, is based on the square footage of the building site or lot. Attachment #2, in <br /> Appendix D, the River Road/Santa Clara/Highway 99 Area -City Wastewater SDC Rate map, <br /> shows the specific areas that are eligible for this alternate SDC calculation method. <br /> 4.2 Regional (MWMC) Wastewater System <br /> The City of Eugene entered into an Intergovernmental Agreement with the City of Springfield and <br /> Lane County which established the Metropolitan Wastewater Management Commission. On <br /> November 26, 1990, the Commission adopted the Regional Facility Equalization Charge which <br /> includes a regional administrative charge.
