L' <br /> _ t <br /> ~R!Y <br /> Notice, to which I make the following specific finding: <br /> Comment: SDC fees should not be set too low to recover the full <br /> cost of <br /> development, and that the City should not lose revenues in order to keep wastewater <br /> SDC's low for new homes. <br /> Finding;The proposed Metropolitan Wastewater Management Commission SDC <br /> is set at a level that recovers the full cost of both the existing extra capacity in the regional <br /> treatment plant, as well as capacity-related projects in the regional capital improvements <br /> plan. However, the proposed rates for single,family homes is lower than under the current <br /> methodology, due to the change in the method of allocating the regional costs on the basis <br /> of the strength of discharges to the system in addition to the quantity of wastewater <br /> discharged. Under the methodology recommended by the citizen's advisory committee <br /> formed by the MWMC, regional wastewater costs related to treatment of the biochemical <br /> oxygen demand and suspended solids components of wastewater would be charged to new <br /> development based on the composition of wastewater discharged by that development. A <br /> total of 39 % of the capital investment in wastewater treatment facilities is due to these <br /> components of the wastewater flow. The resulting cost allocation shifted the regional SDC <br /> from low strength development to higher strength developments. This results in a <br /> decrease in the SDC charged to new single family developments, but reflects a more . <br /> accurate allocation of system costs overall. <br /> E. Based on the findings set forth above, including the specific fording to the comment <br /> received, I find that the proposed revisions to the Methodologies and the fees as set forth in <br /> Attachments 1 through 9 hereto are consistent with adopted policies and ordinances of the City <br /> and with policies adopted by MWMC, in conformity with applicable state law, and should be <br /> implemented effective July 7, 1997, and those portions of the Systems Development Charge <br /> Methodologies adopted by Administrative Order No. 58-97-02-F-2 amended as of that effective <br /> date. <br /> On the basis of these findings, I order that: <br /> 1. Those portions of the City's Systems Development Charge Methodologies adopted <br /> <br /> by Administrative Order No 58-97-02-F-2 relating to MWMC are hereby amended as reflected <br /> in attachments 1 through 9 hereto, and the unamended portions thereof ratified and affirmed. <br /> 2.
