{ A _ ADMINISTRATIVE ORDER NO.58-98-09 of the City Manager PROPOSED AMENDMENT OF AIRPORT RULE 4.8, AND OF EXHIBIT 2 TO THE AIRPORT RULES AS ADOPTED - BY ADMINISTRATIVE ORDER N0.58-95-01. ~ The C ty Manager of the City of Eugene finds that: A. Pursuant to the authority contained in Sections 2.019 and 2.430 of the Eugene Code, 1971, the current Rules Governing the Use of Mahlon Sweet Airport ~ ("Airport Rules") were adopted by Administrative Order No. 58-95-01 of the City Manager on March 31, 1995. B. Subsection 4.8 of the Airport Rules which regulates offensive conduct should be amended to include within its prohibitions conduct that interferes with tli`e use of the Airport facilities by others, interferes with or hinders Airport staff in the ~ performance of their duties, or is inconsistent with the purpose and intent of the ~ Airport. C. The proposed amendment of Subsection 4.8 of the Airport Rules is necessary in order to ensure the peaceful use of Airport facilities by members of the public and i ~ facilitate employees in the performance of their duties. E D. Exhibit 2 to the Airport Rules adopted by Administrative Order No. 58-95-01 depicts the designated speech areas within the terminal building lobby and sidewalks adjacent thereto. Due to some design changes, those designated speech areas should be amended as reflected on the Exhibit 2 attached hereto. Based on the Above findings, which are hereby adopted, and pursuant to the autho ty contained in Sections 2.019 and 2:430 of the Eugene Code, 1971, I hereby propo e to: i i 1. Amend Subsection 4.8 of the Rules Governing the Use of Mahlon Sweet Airport adopted by Administrative Order No. 58-95-01, to provide as follows: 4.8 Offensive Conduct. i 4.8.1 No person shall commit at the Airport any act made unlawful by Chapter 4 of the Eugene Code, 1971. 13dministrati e Order - 2/17/98
