<br /> • <br /> NOTICE OF INTENDED RULEMAKING <br /> ROPOSED AMENDMENT OF PARK RULES 1.003, L007, <br /> LO50, AND 1.070 AND REPEAL OF PRIOR ORDERS. <br /> NOTIC IS HEREBY GIVEN that pursuant to the authority contained in Section 2.019 <br /> f the Eugene C e, 1971, and Administrative Order No. 58-92-21, the Executive Director of the <br /> blic Works D partment of the City of Eugene, intends to amend the Park Rules to: <br /> end Rule 1.003 as previously amended by an expired Emergency Rule <br /> to autho the Executive Director to temporarily close all or any portion of a park <br /> or facili upon finding that conditions that threaten the welfare or safety of nearby <br /> residents exist, and to restrict vehicular access to City parks during hours the parks <br /> are no ally open upon finding such restriction is necessary for the preservation <br /> of the ealth, welfare and safety of the citizens of the City; amend Rule <br /> 1.007(h) .a. to include the Park Blocks as an area in which the possession or <br /> consum tion of hard liquor, malt beverages and alcoholic liquor is prohibited; <br /> amend le 1.050(8) to delete Gilliam Park at 3055 Gilliam Road as a dog off leash <br /> area, as e City no longer owns that property; amend Rule 1.070(1) to prohibit <br /> certain is or conduct within landscaped areas of City parks; and to readopt the <br /> remai ' g unamended Park Rules in accordance with the procedures of Section <br /> 2.019 of the Eugene Code, 1971. <br /> Adoptio of the proposed amendments is necessary in order to insure the preservation of <br /> e public wel e and safety of persons using City parks. The unamended provisions of the Park <br /> les which we adopted pursuant to authority of sections of the Eugene Code, 1971 which have <br /> n repealed, ould be readopted at this time following the procedures of Section 2.019 of the <br /> ugene Code, 971. The Rules may be reviewed at the office of the Public Works Department, <br /> ' 'stration ivision, 858 Pearl Street, Eugene, Oregon 97401 during normal business hours <br /> 9:00 a.m. to 5: p.m., Monday through Friday, exclusive of holidays). <br /> All pers ns wishing to comment thereon or object thereto must submit their comments or <br /> bjections to th City's Public Works Department, Administration Division, 858 Pearl Street, <br /> ugene, Orego 97401, in writing, within fifteen (15) days of the date of the first publication <br /> ereof, as indi ated below.
