j ADMINISTRATIVE ORDER N0.58-99-06-F <br /> ' of the <br /> Ci#y Manager of the City of Eugene <br /> ADOPTION OF FEES RELATED TO <br /> STREET AND POLE BANNER PERMITS. <br /> The Ci Manager of the City of Eugene finds as follows: <br /> A. ection 2.020 of the Eugene Code, 1971 authorizes the City Manager to <br /> etermine and set fees and charges to be imposed by the City for services, goods, use of <br /> unicipal pro erty, and licenses and permits. <br /> B. I accordance with the procedures set forth therein, on April 14, 1999 I issued <br /> dministrative Order No. 58-99-06 proposing to establish the Street and Pole Banner Fee <br /> chedule ass t forth in Exhibit A attached thereto and incorporated by reference. <br /> C. he Notice was provided to the Mayor and City Councilors, posted at two <br /> ocations at ity Hall on April 16, 1999, provided to persons who had requested such <br /> otice, and w s made available for inspection by interested persons at the offices of the <br /> ity's Public orks Department, Transportation Division, 858 Pearl Street, Eugene, <br /> regon 9740 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br /> riday, exclu ive of holidays). The Notice provided that written comments would be <br /> eceived there n for a period of fifteen days from the date of posting. No comments were <br /> eceived withi the time and manner required by the Notice. <br /> D. I find that the proposed fees reflect the costs incurred by the City, including <br /> alary, benefi s, materials, supplies and indirect costs for employees performing the <br /> ervices asso fated with scheduling and coordinating requests for banner mounting sites, <br /> ortfirming a d/or notifying applicants of the availability of specific mounting sites, <br /> <br /> ' recessing p rmits for work within the public rights-of--way as necessary, costs incurred <br /> hen the City s required to remove a banner, and are necessary in order to comply with <br /> he Council's oal of recovering the cost of providing such services from the beneficiaries <br /> hereof. <br /> On the basis of these findings, I order that: <br /> The fe s set forth in the Street and Pole Banner Fee Schedule attached as Exhibit <br /> hereto are h reby established as the fees to be charged for the services set forth therein, <br /> as of the effe tive date of this order. <br /> Dated nd effective this ~ day of May, 1999. <br /> U`~ James R.
