i <br /> <br /> II I <br /> II li <br /> I <br /> i <br /> ADMINISTRATIVE ORDER N0.58-99-15 <br /> of the <br /> i City Manager of the City of Eugene <br /> I' <br /> CONCE ING NOTICE OF INTENDED FEES FOR ENGINEERING SERVICES <br /> OR PRIVATELY CONSTRUCTED PUBLIC IMPROVEMENTS <br /> D REPEALING ADMINISTRATIVE ORDER N0.58-97-12-F <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine an set fees and charges to be imposed by the City for services, goods, use of <br /> municipal pr perty, and licenses and permits. In accordance with the procedures set forth <br /> therein, and t e further authority of Section 7.130 of the Eugene Code, 1971, Administrative <br /> Order No. 58 97-12-F was adopted on July 14, 1997 establishing fees for engineering services <br /> for privately onstructed public improvements. <br /> B. These engineering services are provided on request to private parties and other <br /> governmenta agencies that construct projects that become public improvements upon <br /> completion a dare charged for on an hourly basis. Hourly rates are established at the start of <br /> each fiscal y ar to recover the full cost of engineering services for each classification of <br /> engineering ployee. I therefore intend to repeal the currently effective fees set forth in <br /> Administrati e Order No. 58-97-12-F and establish fees based on the hourly rates of engineering <br /> employees fo the 1999-2000 fiscal year as set forth in the Notice of Intended Fees attached as <br /> Exhibit A he eto and incorporated herein by reference. <br /> C. The fees set forth in Exhibit A hereto are consistent with applicable policies and <br /> directives of he City Council, comparable to the fees established in other jurisdictions and <br /> private busin sses for providing such services, are based on the hourly rates of engineering <br /> employees, a dare necessary in order to comply with the City Council's directive and the <br /> requirements of Section 7.130 of the Eugene Code, 1971 that the fee charged for these services <br /> recover the C'ty's full costs, including plan review, engineering, inspection and overhead costs.. <br /> On th basis of these findings, I order that: <br /> 1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two <br /> locations at ity Hall, and be made available for interested persons at the offices of the City <br /> Manager, 77 Pearl Street, Eugene, Oregon 97401, during normal business hours (8:00 a.m. to <br /> 5:00 p.m. M nday through Friday, exclusive of holidays). <br /> 2. All persons desiring to comment thereon shall submit written comments as set <br /> forth in the otice.
