Copies of both the Administrative Order and the Public Notice of the <br /> charges and a 5 day comment period are included in the Council packet. The Public Notice will be <br /> posted at City all and at the PIC. This memo is submitted to the Council at this time for general <br /> information, a d to describe the next steps in the fee-setting process. <br /> The Notice list the proposed hourly fees for Professional Service Fund personnel providing engineering <br /> services on pri ately designed and constructed public improvements. In new subdivisions, developers <br /> may request th t the City review the design and provide inspection services on street, sanitary sewer and <br /> stormwater inf astructure within subdivisions. Fees charged for these services recover the City's full <br /> costs, includin plan review, engineering, inspection and overhead costs. <br /> The developer pis responsible for actual construction of the improvements and must meet City <br /> requirements. These infrastructure improvements are later dedicated to the City for long term <br /> maintenance. <br /> City engineers g services are charged on an hourly rate basis. Under the limitations set out in Section <br /> 2.020 of the C' Code, publication of the Notice in a newspaper of general circulation is not required. <br /> However, dev lopers are provided engineering cost information before they sign any contract that <br /> requests City sign or inspection services on privately constructed projects. <br /> The Notice pr vides fora 15-day comment period. At the end of that time, the City Manager will review <br /> the comments nd prepare a final order setting the fees which will include consideration and response to <br /> any public co ments. The new hourly rates are expected to be effective August 1, 1999.
