ADMINISTRATIVE ORDER NO. 58-99-16 <br /> of the <br /> City Manager of the City of Eugene <br /> CONCERNI G NOTICE OF INTENDED AMENDMENT OF THE CITY OF EUGENE'S <br /> SYSTEMS EVELOPMENT CHARGE (SDC) METHODOLOGY AND METROPOLITAN <br /> WASTEWA ER MANAGEMENT COMMISSION (MWMC) REGIONAL WASTEWATER <br /> SDC FEES AND CREDITS <br /> The Ci Manager of the City of Eugene finds as follows: <br /> A. ctions 2.020 and 7.705 of the Eugene, Code, 1971 authorize the City Manager of <br /> t e City of Eugene to determine and set fees and charges to be imposed by the City <br /> f r services, goods, use of municipal property, and licenses and permits, and <br /> s ecifically systems development charges. Section 7.710 of the Eugene Code, 1971 <br /> f rther authorizes the City Manager to adopt and/or amend by administrative order, <br /> t e methodologies used for establishing the systems development charges, and <br /> p ovides this may be effected concurrent with the establishment or revision of a <br /> s stems development charge. <br /> B. I accordance with the procedures set forth therein, I intend to amend the City of <br /> ugene SDC m thodology by: <br /> 1. evising the local wastewater SDC; and <br /> 2. effecting a 7.3% fee increase for local transportation, stormwater, and parks SDCs <br /> ased on the City Engineer's review of the National Construction Cost Index, <br /> ublished by the Engineering New-Record for the preceding twenty-four months, <br /> hich are adjusted periodically pursuant to Section 2.3 of the July 1, 1998 SDC <br /> ethodology and have been included herein for ease of reference only; and <br /> 3. evising the regional Metropolitan Wastewater Management Commission (MWMC) <br /> astewater SDC fees and credits, as calculated by MWMC; <br /> s set forth in t e Notice of Intended Amendment of Systems Development Charge Methodology, <br /> ees, and Cred is attached as Exhibit A and incorporated herein by reference, including the <br /> ttachment ther to. <br /> C. I fin that the revisions to the Methodology and the fees as set forth in Exhibit A <br /> incl ding the Attachment thereto are consistent with adopted policies and ordinances of <br /> the ity, in conformity with applicable state law, and should be implemented effective <br /> Se tember 15, 1999. <br /> On the b sis of these findings, I order that: <br /> 1. Co ies of the Notice be provided to the Mayor and City Councilors, published in the <br /> <br /> i Re~ister Guard, a newspaper of general circulation within the City, posted at four public <br /> locutions, and copies of the Proposed Changes to Systems Development Charge <br /> Me hodology be made available for interested persons at the City Managers Office, 777 <br /> Purl Street, Room 105, the Public Works Lobby, 858 Pearl Street, the Permit & <br /> Administrative Order No. 58-99-16 Page 1 of 2 <br /> <br />
