ADMINISTRATIVE ORDER N0.58-99-16-F <br /> of the <br /> ~ City Manager of the City of Eugene <br /> <br /> ~r I MENDING THE SYSTEMS DEVELOPMENT CHARGE (SDC) <br /> ETHODOLOGY AND MWMC REGIONAL WASTEWATER <br /> ~ SDC FEES AND CREDITS <br /> The.City anager of the City of Eugene finds as follows: <br /> A. Sect ons 2.020 and 7.705 of the Eugene, Code, 1971 authorize the City Manager of the <br /> i y of Eugene to determine and set fees and charges to be imposed by the City for services, <br /> ods, use of mu icipal property, and licenses and permits, and specifically systems development <br /> argues. Section 7.710 of the Eugene Code, 1971 further authorizes the City Manager to adopt <br /> d/or amend by dministrative order, the methodologies used for establishing the systems <br /> velopment cha ges, and provides this may be effected concurrent with the establishment or <br /> re ision of a syst ms development charge. <br /> B. to a ordance with the procedures set forth therein, on July 1, 1999, I notified <br /> ~h Mayor and Ci Councilors that I intended to amend the City of Eugene SDC Methodology by <br /> e ising the local astewater SDC; increasing the local transportation, stormwater, and parks SDCs <br /> a 7.3% inflatio ary adjustment; and revising the regional Metropolitan Wastewater Management <br /> mmission (M C) wastewater SDC fees and credits, as calculated by MWMC. <br /> C. The otice was also posted on July 2, 1999, in four public places with the City and <br /> blished on July , 1999, in the Register Guard, a newspaper of general circulation within the City. <br /> e Notice provid d that written comments could be submitted thereon for a period of 30 days, <br /> h ough August 3, 1999. Relatively few comments were received for which I make the following <br /> m ings: <br /> Commen on revision to the regional (MWMC) wastewater SDC: Conceming the regional <br /> stewater SDC ate table, the medical office description should be moved from category 82 to <br /> a egory 65. Ina dition, the car wash description category should be 6B, and not 64 as listed. <br /> Findi gs: The medical office description will be listed within category 65 and the <br /> carwash ca egory will be changed to 66. <br /> ~Ci'im ent on revision to the local wastewater SDC: Concerning Table 4A (Plumbing <br /> Fixture Unit Rate Table,) provide clarification that a rate per PFU may also be assigned by the <br /> City Engine r should a proposed use not be represented by one of the published SDC Use <br /> Codes and or which the default flow assignment is not appropriate. <br /> Findi g: This clarification shall be made by inclusion of a statement at the bottom of <br /> the table. <br /> Com ent on revision to the local wastewater SDC: Provide a list of which local land <br /> use codes re assigned to each SDC Use Code. <br /> Findi g: A separate table with this information will be added to the methodology. <br /> Comment on revision to the local wastewater SDC: State that in the case of those <br /> ~r.?~ proposed dwelopments that are pre-determined to have potential for exceptional water <br /> I~'Administrative Older No.58-99-16-F Page 1 of 2 <br /> I <br /> <br />
