.
As a result f this testimony, Council chose to defer action on the ordinance until a future
~j ~I date. Defe ral of Council action on the ordinance affects the implementation of revisions
to the local wastewater SDC as originally proposed and noted in Finding B above. Staff
II therefore as recommended deferral of all proposed revisions specific to the local
wastewate SDC and Exhibit A hereto has been revised to reflect this change.
E. Oral comments were made during the 30-day public comment period provided
j for the preli inary Administrative Order. Findings on comments specific to the proposed
revisions t the local wastewater SDC will be deferred. In response to comments made
about the r maining amendments proposed by Administrative Order No. 58-99-16, I make
the followin specific findings:
Comments on revision to the regional (MWMC) wastewater SDC:
Con erning the regional wastewater SDC rate table: the medical office description
sho Id be revised to category 65, the car wash description category should be
revis d to 6B, and categories of laundry (6A), Clothing/DryGoods/Housewares (5X),
Oth r Services (62), Automotive and Other Repair (64), Construction Trade
Serv ces (66), Other Educational/Cultural (68), and Other Entertainment (7X) should
be a ded.
Findings: The medical office description has been listed within category 65,
the arwash category has been listed as 66, and the other categories have been
~ add d as noted.
Comment on inflationary adjustments to the transportation, stormwater,
and parks SDCs: The inflationary adjustments should be represented in the
form la and calculation details of each system in order to provide clarity to the
resu ant rate adjustments.
Finding: The formula and calculation details of each affected system have
bee revised to actually reflect the cost basis of the resultant rate adjustments as
prop sed. As a result, mathematical rounding will revise the resultant rates, from
origi al rates posted, by pennies. In addition, some existing duplication of this
infor ation has been deleted.
Comment on description of Systems Development Charge: Provide
furth r refinement of the description of Systems Development Charge.
Finding: The description has been revised to state that SDCs are used to
fund hat portion of the cost of constructing eligible infrastructure needed to respond
to gr wth impacts in the community and where applicable to recoup a portion of the
com unity's investment in the infrastructure already in place.
Comment on exemptions: The specific reference to the transportation SDC
Administrative Order - 2
~ r.\adminord\fees\ 9sdc2aol.wpd(09/09/99)
~I
,
i
