(2) For <br /> ' security reasons, the FAA mandates that airports monitor and control automobile parking <br /> around airline passenger terminal buildings. The purpose of the program is to keep <br /> unattended vehicles from parking close to the passenger terminal. City staff at the airport has <br /> found that communication with customers is more effective in accomplishing the desired <br /> results than writing parking citations. If customers are uncooperative, then parking citations <br /> are issued as a last resort. Wholesale issuance of parking citations at high volume flight times <br /> will not achieve the security goal and will alienate customers using airport services. The <br /> additional revenue generated by writing more parking citations would offset airline operating <br /> ~ ~I costs at the expense of a more effective method of managing curbside parking and security. <br /> ~ This matter was discussed at the June Airline Rates & Charges Meeting and, with the <br /> exception of Horizon Air, all parties were generally in favor of the current procedures for <br /> curb parking control. However, Horizon Air favored the airport writing citations rather than <br /> working with customers to get vehicles moved. (3) The provision concerning a waiver or <br /> discount of airport fees has been removed from this final order and the topic will be reviewed <br /> ~ ' at the next meeting with airline representatives. <br /> I~!, Comment 2: SkyWest also objects to a waiver or discount of airport fees. <br /> ~ ~I'I Findin As noted in the Finding to Comment 1 above, this provision has been <br /> removed from this final order. <br /> ~ . <br /> ~ Comment 3: United Airlines responded verbally and objected to a waiver or discount <br /> ~ of airport fees. <br /> Findin :Although no response is required because the comment was not received in <br /> writing in the manner required by the Notice, this provision has been removed from this final <br /> ~ l order as noted in the Finding to Comment 1 above. <br /> ~ ~ E. I find that the airline signatory and non-signatory/scheduledlunscheduled rates set forth <br /> ~ ' in Sections 2, 4, and 5 ofthe Airport Fee Schedule should be revised as proposed, the other fees set <br /> forth therein ratified, and Administrative Order No. 58-98-13-F and the Airport Fee Schedule <br /> adopted therein repealed, as of the effective date of this order. <br /> i'~, <br /> On the basis of these findings, I order that: <br /> 1! <br /> 1. Administrative Order No. 58-98-13-F and the Airport Fee Schedule adopted therein <br /> 11 is hereby repealed, as of the effective date of this order. <br /> 2.
