ADMINISTRATIVE ORDER NO. 58-99-18-F O <br /> <br /> _ of the <br /> AIRPORT MANAGER <br /> REVISING THE AIRPORT FEE SCHEDULE BY AMENDING <br /> THE NON-SIGNATORY/SCHEDULED/UNSCHEDULED <br /> AIItLINE RATES; RATIFYING THE UNAMENDED FEES IN <br /> THE AIRPORT FEE SCHEDULE; AND REPEALING <br /> ~i ADMINISTRATIVE ORDER NO. 58-98-13-F. <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the-City of Eugene under Sections 2.440 <br /> to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br /> City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br /> ~ B. Pursuant to that delegated authority, Administrative Order No. 58-98-13-F was issued <br /> on October 22, 1998, revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto. <br /> ~ On August 16, 1999, I issued Administrative Order No. 58-99-18 proposing the revision of the <br /> Airport Fee Schedule by amending the non-signatorylscheduled/unscheduled airline rates set forth <br /> in Sections 2, 4, and 5 of that Fee Schedule, as set forth in the Notice of Intended Airport Fee <br /> ~ Schedule Revisions attached as Exhibit A thereto. <br /> I <br /> C. The Notice was provided to the Mayor and City Councilors, posted at two locations <br /> at the Airport on August, 27, 1999, published in the Register Guazd, a newspaper of general <br /> circulation within the City on August 27, 1999, and made available for inspection by interested <br /> persons at the offices of the Airport Manager, 28855 Lockheed Drive, Eugene, Oregon 97402 during <br /> normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br /> i <br /> D. The Notice provided that written comments would be received thereon for a period <br /> of 15 days from the first date of posting and publication. Two written comments were received <br /> ~ ' within the time or in the manner required by the Notice and one verbal comment was received to <br /> which I make the following specific findings: <br /> it <br /> Comment 1: Horizon Air: (1) objected to the City using its investigation of fees <br /> charged at other airports as a mechanism for establishing rates and fees and believes that rates <br /> and fees should be based on operating and maintenance expenses plus debt service, not <br /> i ~ ri e azkin tickets to offset their ex enses with <br /> market rates; (2) would hke the Airport to w t p g p <br /> ~ 'J additional revenue from associated parking fees; and (3) is opposed to a waiver or discount <br /> ~ of airport fees. <br /> ~I', <br /> Finding: (1) Although the City is required by provisions of the Eugene Code, 1971 <br /> to investigate fees charged at other airports as part of its fee review process, and does so, the <br /> Administrative Order - 1 <br /> <br />
