The Standard pecifications and technical provisions contained herein are minimum standards for <br /> work perfor ed within the public way. Occasionally, the City will require additional provisions <br /> specific to the individual permit. These special provisions will be listed on the approved permit and <br /> will then sup lement or supersede the Standard Specifications. <br /> 3.B TEC NICAL PROVISIONS (PLACEMENT OF FACILITIES) <br /> All construct on and maintenance work performed by the permittee shall be done in a manner <br /> designed to le ve all areas in which work was performed in a condition as near as possible to, if not <br /> better than, t at which existed before such work began. A "patched" appearance is visually <br /> detrimental t the abutting properties, and efforts from both the permittee and the City should be <br /> made to avoi this wherever possible. <br /> PIacement of acilities within the public way shall conform to plans, codes, administrative rules, and <br /> the Standard pecifications adopted by the Ciry. For purposes of convenience and clarification, key <br /> provisions ar supplemented and/or applied as follows: <br /> 1. While private citizens may be issued a permit to perform work within the public way, only <br /> licen ed bonded contractors ma erform work which involves the lacement or <br /> remo al of street or alle avement lacement of embankment fill or which re wires <br /> the u e of traffic control devices. <br /> 2. All u derground pipes and conduits in the public way shall be laid a minimum depth of 30 <br /> inche below street or alley grade and 30 inches below ground Level in public utility <br /> ease ents, unless otherwise approved by the City Manager or designee. EC 7.302 <br /> Wher~ utility placement is within a public way scheduled for construction or reconstruction, <br /> all un erground pipes and conduits shall be laid a minimum depth of 30 inches below the <br /> desig grade of the new construction if such grade has been established. <br /> Exce tions to the 30 inch minimum depth requirement may be allowed under special <br /> circu stances. Examples of possible qualifying circumstances include: gravity flow <br /> syste s which, due to topography or site constraints, must be shallower to maintain <br /> minimum slope; unavoidable grade conflicts with existing underground facilities; and site, <br /> topo raphy and/or subsurface conditions prohibitive of excavation at standard depth. <br /> 3. The rimary locations for utility placement are in a public utility easement adjacent to the <br /> publi right-of--way and beneath sidewalk locations. Alternate locations may be allowed <br /> withi the right-of--way if topography or site conditions make use of the primary locations <br /> infea ible.
