The following criteria shall apply to all Temporary Surfacing Permits: <br /> Drainage and Maintenance Responsibilities - No permit will be issued without the applicant <br /> providing a written statement which acknowledges that the maintenance of the facility and <br /> the liability for any damage from drainage problems associated with the facility are the <br /> permittee's private responsibility. <br /> Work on Private Property - No permit will be issued which requires any work to be <br /> performed on private property without a written statement granting the permission from the <br /> owner of record. <br /> Tree Removal - No trees shall be removed without the issuance of the Temporary Surfacing <br /> Permit and the approval of the Urban Forester. <br /> Designation of Street - No Temporary Surfacing Permit shall be considered for any public <br /> right-of--way or easement which is a direct extension of a street designated as a major or <br /> minor arterial or a major collector street as defined in the Eugene Arterial & Collector Street <br /> Plan, dated November 1999. <br /> 2.H.3 Criteria for Applicability for a TYPE ONE Temporary Surfacing Permit <br /> A type one permit is for very small projects with very limited impact to the right-of-way or access <br /> to abutting properties. <br /> 1. A type one permit may be used only: <br /> (a) For the placement of dust pallative. <br /> (b) For placement of less than 50 cubic yards of aggregate on an existing aggregate <br /> roadway. <br /> (c) For placement of less than 20 tons of asphalt concrete on an existing asphalt or <br /> aggregate roadway. <br /> 2. A type one permit may not be used: <br /> (a) To install any storm drainage facilities or underground utilities. <br /> (b) To excavate over 12 inches in depth or place 12 inches of fill material. <br /> (c) For any project on an unimproved section ofright-of--way. <br /> 2.H.4 Criteria for Applicability of a TYPE TWO Temporary Surfacing Permit <br /> A type two permit is for more complex projects which may have significant impacts to the right-of- <br /> way or access to abutting properties.
