References in this document to the "Eugene Code", "Code" and <br /> "EC" refer to the Eugene Code, 1971 which contains provisions of ordinances enacted by the Eugene , <br /> City Council. Additional requirements for work in the public way are contained in Administrative <br /> Rule R-7.302, a copy of which is incorporated in this manual as published. The wording of this <br /> manual and the Eugene Code and Administrative Rule are not identical; in case of conflict between <br /> this manual and the Eugene Code or Administrative Rule, the Code or Rule. shall control. Also <br /> herein, the Code's use of the title "City Engineer", referring to the Director of Public Works, has <br /> often been changed to reflect the working title of the position to which the particular working <br /> responsibility or authority has been delegated. <br /> 1.C UTILITY NOTIFICATION AND COORDINATION ORGANIZATIONS <br /> The City of Eugene participates in several organizations at the State and local level which promote <br /> utility coordination and damage prevention activities. The Oregon Utility Coordinating Council <br /> (OUCC) is a voluntary group of utility, construction, governmental, and other interested parties <br /> dedicated to the prevention of infrastructure damage and to the orderly planning and installation of <br /> utility infrastructure. Members of the OUCC have typically been selected to represent their <br /> respective companies or agencies to the local utility coordinating councils which make up OUCC. <br /> The Lane Utility Coordinating Council (LUCC) is the local council of which the City of Eugene is <br /> a member. The local councils elect delegates to OUCC to insure adequate representation of all areas <br /> and utility activities throughout the state. Since the coordinating councils are voluntary <br /> organizations, their actions are considered recommendations and not binding on any member <br /> organization. <br /> The LUCC meets once a month for a general meeting of the membership. The membership <br /> attending is encouraged to participate by bringing to discussion any item of individual or general <br /> interest in the area of utilities and underground facilities. This provides a local forum for addressing <br /> issues and concerns related to utility construction, coordination, and damage prevention. <br /> The utility coordinating councils, member agencies, and affected construction and excavation <br /> contractors have worked to establish astate-wide utility notification center whose purpose is to <br /> provide a convenient and consistent mechanism by which excavators can notify operators of <br /> underground facilities of planned excavation work, placing "locate requests" prior to excavation. <br /> Through this notification system, utility operators are able to mark the location of their underground <br /> facilities in the area of a proposed excavation, informing and coordinating with the excavator to <br /> <br /> prevent damage and avoid service disruptions. Excavators, including city agencies wishing to place <br /> locate requests, may do so by telephoning the Utility Notification Center at 1-800-332-2344. <br /> Recognizing the complexity of underground utility networks and the public's financial and safety <br /> interests in utility coordination, the 1995 Oregon Legislature established the Oregon Utility <br /> Utility & R/W Permit Policy <br /> <br /> Exhibit A - 2 r:ladminord\rules100rowrlexa.wpd(09/13/00) <br /> <br />
