The methods of calculating <br /> admi istrative charges are noted within .section 2.2.1 Administrative Costs and the <br /> meth ds of calculating credits are noted within section 7.2 Credits.. <br /> 2.0 Exe ptions and General Approach <br /> This section utlines the general approach taken in calculating the City's development charges <br /> ' and in deter fining and specifying appropriate expenditures of SDC revenue. For the purposes <br /> i' of this docu ent, the definitions in the Eugene Code, 1971 shall apply unless expressly <br /> t provided tot a contrary. Appendix A contains definitions of words and phrases which are used <br /> throughout t ese methodologies. <br /> E <br /> 2.1 Assignment of Use Classifications <br /> Deve opments will be assigned use classifications that best reflect the developments' <br /> use r system (transportation, wastewater, stormwater, parks) as set forth in these <br /> meth dologies. In the case of multiple uses that are proposed and/or exist within one <br /> devel pment, as determined by Staff, more than one use classification may be assigned <br /> by w ich the SDC fees and credits will be calculated. <br /> 2.2 Exemptions <br /> To si plify the administration of the SDC, no development involving then-existing <br /> impr vements on a site will be deemed to increase usage of or create the need for <br /> s addit onal capital improvements until one of the following occurs: <br /> (1) F r property improved with a residential use (e.g. single family dwelling, duplex or <br /> o her multiple-family use), when: <br /> O an additional dwelling unit is created, <br /> j O there is an increase in square footage of living area,. or <br /> O all or part of any structure on the site is changed to a use not permitted outright <br /> in an any residential zoning district as noted in Eugene Cade, 1971 section <br /> ' 9.384. <br /> I <br /> ' (2) or ail property not covered in (1) above when: <br /> an additional dwelling unit is created, <br /> there is an increase in square footage of gross floor space or living area, <br /> there is an increase in the number of non-residential plumbing fixture units on <br /> the site, <br /> 60 sq. ft. of impervious surface is added to the site (for the purpose of <br /> calculating the stormwater SDC), or <br /> either 3,000 or more square feet of floor space in a building changes use or <br /> 50% or more of the gross floor space of the building changes use <br /> E <br /> ~ ~ (3) n additional connection to, or an increase in the size of an existing connection to <br /> t e public wastewater or stormwater system is to be made. <br /> City of Eu ene SDC Methodology Page 2 <br /> <br />
