<br /> Related Natural Resources. Natural resources located within or adjacent to the City's
<br /> storm ater system, such as waterways, wetlands, conservation zones or easements, and
<br /> ripari areas, that provide one or more of the following stormwater functions: flood control,
<br /> water ualiry treatment, and streambank stabilization.
<br /> Responsible Person or Responsible Party. A property owner or easement holder, or
<br /> their a ent or contractor, or other person who is responsible for meeting the outcomes, or
<br /> respon ible for violation of this Rule.
<br /> Routine Maintenance. Activities and practices that are necessary to maintain the
<br /> operat ng capacity, functional integrity, or aesthetics of a place or facility. Routine
<br /> mainte ance includes, but is not limited to, landscaping, repair of recreation facilities (e.g.,
<br /> ball di onds, play areas, fields), cleaning of stormwater facilities, and patching of streets.
<br /> Sensitive area. Sites that meet the criteria contained in R-6.645-E.1.

<br /> Template. An example of a construction site management plan provided by the City
<br /> of Eu ene that -when modified by the erosion prevention permit holder to address site
<br /> specifi conditions - can be used to satisfy permit requirements for a single dwelling or duplex
<br /> dwelli g. The template may be prepared by the permit holder or the permit holder's
<br /> design e.
<br /> Untreated runoff. Contaminated stonnwater runoff due to construction activities that
<br /> has n been filtered, screened, settled, or otherwise treated for the removal of pollutants,
<br /> prior t discharge into the Ciry's stormwater system or related natural resources.
<br /> Water features. Permanent or internuttent bodies of water, including creeks, streams,
<br /> ponds, rivers, lakes, related natural resources, drainage channels and jurisdictional wetlands.
<br /> Vegetative buffer. A strip of land not less than 25 feet in width separating a
<br /> const ction activity from either a water feature or a property line, whichever is nearest,
<br /> conta" "ng a vegetation that covers at least 75% of the buffer area. This vegetative buffer
<br /> width s measured from top of bank of an open waterway, easement line, or zone boundary,
<br /> for dr "nage and conservation easements or zones, whichever is greater.
<br /> Visible or measurable erosion. The deposit of mud, soil, sediment or similar material
<br /> ex ing one-half cubic foot in volume for every 1,000 square feet of lot size onto public
<br /> rights of way or private streets, into the City's stormwater system or related natural
<br /> reso , either by direct deposit, dropping, discharge, or as a result of the action of erosion;
<br /> evide ce of concentrated flows of water over bare soils, turbid or sediment laden flows, or
<br /> evid ce of on site erosion such as rivulets on bare soil slopes where the flow of water is not
<br /> filter or captured on the site using the techniques recommended in the City's Erosion
<br /> Prev tion and Construction Site Management Practices Manual, or comparable techniques;
