A parcel or a portion of a pazcel of land where the vegetation, <br /> landfo or topography is altered due to logging, clearing, grubbing, grading, paving, stock <br /> piling, r building. <br /> Emergency condition. An immediate danger to life, property, or the environment due <br /> to cir mstances beyond the control of the property owner, including, but not limited to, <br /> natural and human-caused disasters such as fires, floods, slides, earthquakes, sinkholes, and <br /> tree bl w-down. <br /> Enforcement Officer. The person designated by the City Manager to enforce the <br /> provis' ns of Sections 6.625 to 6.645 of the Eugene Code, 1971 and these rules. <br /> Erosion prevention. Measures to betaken for preventing and/or minimizing impacts <br /> to the ity's stormwater system and related natural resources due to soil erosion from water <br /> and d forces, sedimentation, and other potential impacts associated with construction <br /> activiti such as handling and storage of building materials and disposal of building material <br /> waste . <br /> Fully developed property.
