METHODOLOGY: <br /> City of Eugene Systems Development Charges <br /> Appendix B <br /> <br /> ~ Transportation System Charge Detail <br /> 1.0 Arter I and Collector Streets <br /> 1.1 ormula <br /> The a erial and collector street component is based upon the cost of increasing the vehicular <br /> capa ty of these streets. Each lane is calculated to provide a certain capacity. Level-of- <br /> servic 'D', the standard adopted in TransPlan (Eugene-Springfield Metropolitan Area <br /> Trans ortation Plan), the area's long-range transportation plan, is used as the basis for the <br /> calcul tion. The cost of increasing capacity is based on the average cost paid by the City for <br /> each I ne mile of arterial and collector streets. Note that the cost calculation excluded the <br /> asses able costs and evaluated only the arterial and collector system. Paragraph 1.3 and <br /> Table of this Appendix contains a detailed analysis and numerical supporting data of the <br /> costs sed for the arterial and collector component computations. <br /> The i pact of new development on the street network is determined by the following Impact <br /> Fee f rmula: <br /> (Miles per trip) <br /> Average Eugene Trip End <br /> Typical PM Peak Vehicle Miles; <br /> Units 1 X Length X Percent on Eu ene's Total Street <br /> <br /> i Trips X per X 2 of Metro. g <br /> Generate Trips Arterial /Collector X System <br /> per Unit Development Streets Cost per <br /> Lane Mile <br /> Street System Capacity per Lane Mile <br /> Wher <br /> Impa Fee =The transportation SDC fee to be collected from a development which <br /> repre ents its equitable share contribution to the public street system. The transportation <br /> SDC i calculated by multiplying the cost per trip (indicated by the gray shaded areas) by the <br /> units n a development, multiplied by the average trips generated for similar types of <br /> Bevel pment. <br /> Trips A single or one-direction vehicle movement with either the origin or the destination <br /> (exitin or entering) inside a study site. <br /> Typic I Trips Generated per Unit =The number of vehicle trips caused by the development <br /> during the hours of peak afternoon traffic (P.M. peak hours). The P.M. peak hour trip rate <br /> varies according to land use. Transportation facilities must be built to accommodate the peak <br /> dema d, thus the use of the P.M. peak hour trip generation rate. Trip rates are to be <br /> deter fined using paragraph 3.0, Trip Generation Rates, of this Appendix B. <br /> Units er Development =the unit of measure which represents the size of a development, <br /> such s thousand gross square feet (TGSF).
