Each lane is calculated to provide a certain capacity. Level-of- <br /> servic 'D', the standard adopted in TransPlan (Eugene-Springfield Metropolitan Area <br /> Trans ortation Plan), the area's long-range transportation plan, is used as the basis for the <br /> calcul tion. The cost of increasing capacity is based on the average cost paid by the City for <br /> each I ne mile of arterial and collector streets. Note that the cost calculation excluded the <br /> asses able costs and evaluated only the arterial and collector system. Transportation facilities must be built to accommodate the peak <br /> dema d, thus the use of the P.M. peak hour trip generation rate.
