METHODOLOGY: <br /> City of Eugene Systems Development Charges <br /> Appendix A <br /> Definitions <br /> Administr tive Charge: The amount charged to each development to cover the cost of <br /> developing the methodologies, providing_an annual accounting of system development charge <br /> expenditur s, implementation and operational costs associated with the SDC program. <br /> Accessory Dwelling Unit: As used in the determination of SDC rates, an accessory dwelling unit <br /> is any addit onal residential dwelling unit added to a development site. <br /> Acquisitio Costs: The indirect or direct amount expended to procure use, possession, rights, <br /> or title as lated to the construction of public improvements. This cost may be determined by <br /> current ma ket experience, or other reasonable and prudent methods approved by the City <br /> Engineer. <br /> Assessabl Costs: The amount of capital improvement costs which are collected through the <br /> City's local mprovement assessment program as established in City code. This cost has been <br /> removed fr m the total cost of capital improvements in determining the system-specific SDC. <br /> Average C st Determination: <br /> • The a erage cost of inspecting and installing connections with the wastewater facilities and <br /> <br /> ,,,„a with t e stormwater facilities, which are not part of the SDC as defined in E.C. 7.010, is the <br /> conne tion permit fee established by the City. <br /> • If an a plicant to connect to a wastewater or stormwater facility would result in extraordinary <br /> cost o inspecting and installing the connection, nothing in this definition shall prevent the City <br /> from r quiring the applicant pay such costs. The extraordinary costs may be paid by the <br /> applic nt in installments as part of the SDC. <br /> Average FI w: The typical average daily flow of development, by type of land use. For purposes <br /> of calculatin the Metropolitan Wastewater Management Commission SDC, this flow is expressed <br /> in terms of unit of development. <br /> BOD: Bioc emical Oxygen Demand.
