The local wastewater SDC for a proposed development is determined by: <br /> • Number of Residential Dwelling Units (RDU) and area of living space for single-family, <br /> duplex, multiple-family, and other residential development <br /> • Plumbing Fixture Units (PFU) and proposed development type for other than Residential <br /> dwelling units (e.g., Commercial, Industrial) <br /> 4.2 Regional Metropolitan Wastewater Management Commission (MWMC) <br /> Wastewater System . <br /> The City of Eugene entered into an Intergovernmental Agreement with the City of Springfield and <br /> Lane County in 1978 which established the Metropolitan Wastewater Management Commission. <br /> On May 15, 1997, the Commission adopted the MWMC wastewater Systems Development <br /> Charge which includes a regional administrative charge. In accordance with the agreement, the <br /> City of Eugene must adopt rates and charges not less than those required by the Commission. <br /> The MWMC wastewater SDC formula is based on the allocation of costs of existing or planned <br /> capacity to Average Flow, Peak Flow, Biochemical Oxygen Demand (BOD) and Suspended <br /> Solids (SS) components of the regional facilities. These cost allocations are used to derive a <br /> cost per Flow Estimation Unit (FEU), for each type of land use. The regional wastewater SDC <br /> is determined by multiplying the applicable FEU rate per unit of measure for a specific land use <br /> type, by the units of measure for the proposed development. The regional wastewater system <br /> Cost of Service formula per unit of development can be found in Appendix C. The <br /> regional (MWMC) wastewater SDC rates can be found in the current adopted fee schedule in <br /> Appendix F. <br /> The MWMC wastewater SDC Methodology provides that a review of the Capital Improvement <br /> Plan (CIP) will be initiated at such time as any single development with an anticipated discharge <br /> of 100,000 gallons per day or more applies for a building permit or for connection to the system. <br /> The purpose of this review is to determine if the demand placed on the regional system by that <br /> new user will require a change in the timing of future capital projects that will impact the amount <br /> of the regional wastewater SDC. If this occurs, the improvement fee portion of the charge will <br /> be modified to reflect the value of the new schedule of capacity increasing improvements, and <br /> the modified fee will be applied to the development that caused the need for the modification and <br /> to all future development. <br /> <br /> 5.0 stormwater System <br /> <br /> The stormwater SDC is based upon the square footage of all impervious surface (e.g., rooftops, <br /> driveways, sidewalks, parking lots, patios, and other non-porous surfaces). The detailed formula for <br /> calculating the stormwater SDC cost per square foot of impervious surface is set forth in Appendix D. <br /> The stormwater SDC is determined by multiplying the applicable rate by the unit of measure, for the <br /> proposed development type. The stormwater SDC rates per unit of measure can be found in the <br /> current adopted fee schedule in Appendix F. <br /> Where the stormwater SDC is a fixed amount per dwelling unit or space, it shall be determined by <br /> multiplying the amount per dwelling unit or space times the number of units or spaces plus, for <br /> manufactured home development, the amount for other features based upon the impervious area <br /> times the rate for square footage. Where the stormwater SDC is not a fixed amount per dwelling unit <br /> or space, it shall be determined by multiplying the rate per square foot of impervious area times the <br /> impervious area of the proposed development.
