3. Permits. If there are more than ten applicants during an application period, the <br /> Airport Manager shall give priority to current qualified permit holders who have not violated Airport <br /> Rules or the terms of their Operator Permits during the previous year. For remaining openings, the <br /> Airport Manager may consider additional qualified applicants, and the decision to grant or deny <br /> Operator Permits to any additional qualified applicants shall be based on the criteria in Section 5 of <br /> this Order. <br /> 4. Qualifications. The Airport Manager shall determine whether the applicant for a new <br /> or renewed Airport Taxicab Operator Permit is qualified based on the applicable requirements set <br /> forth in Section 6.3 and Section 8 of the Airport Rules. ' <br /> 5. Selection Criteria. The Airport Manager's decision to grant or deny an application <br /> for an Airport Taxicab Operator Permit shall be based on the following criteria: <br /> 5.1 The qualifications of the applicant. <br /> 5.2 The quality of the applicant's ground transportation services. <br /> 5.3 The quality of the applicant's vehicles. <br /> 5.4 The quality and experience of the applicant's drivers. <br /> 5.5 The applicant's record with regard to prior violations ofAirport Rules, permit <br /> terms, or other relevant laws. <br /> 6. Effect on Current Permit Holders. Nothing contained in this Order shall affect the <br /> term or validity of any currently issued Airport Taxicab Operator Permit.
