revision, and local regulations and requirements regarding safety, testing, <br /> filtering, inventory management, and quality assurance. <br /> 5.4.4.2 Permit Application Requirements. Prior to issuance of a permit and <br /> authorization from the Airport Manager to commence operations, the operator shall <br /> provide the Airport Manager with: <br /> (a) Written documentation that the operator has secured any necessary <br /> authorization for the self-service fueling facility from the Oregon Department <br /> of Aviation; <br /> (b) Copies of permits issued by the City for construction and/or <br /> installation of the facility; <br /> (c) Written approval from the Fire Marshal that the facility meets <br /> applicable standards and requirements; and <br /> (d) Proof of insurance that meets the minimum requirements set forth <br /> in the Self-Service Fuel Facility Permit, with the City named as a co-insured. <br /> 5.4.4.3 Self-Service Fueling Facilities. Plans and specifications for the <br /> construction and installation of self-service fueling facilities, including all proposed <br /> fuel dispensing and storage equipment, shall be approved by the Airport Manager prior <br /> to installation, subj ect to the requirements of these Airport Rules, the following special <br /> requirements and conditions of the operating permit: <br /> (a) The proposed location for installation of placement of the facility <br /> shall be supported by an engineering report that attests to the vertical load of <br /> proposed equipment and the ability of the existing infrastructure to support the <br /> proposed fuel tank, equipment and related structures at capacity; <br /> (b) Fuel tanks shall have a minimum capacity of five thousand (5,000) <br /> gallons, and a maximum capacity of twelve thousand (12,000) gallons, and <br /> shall be kept full enough to meet customer demand at all times; <br /> (c) Fuel dispensing equipment shall meet all applicable fuel distributor <br /> requirements; <br /> (d) At a minimum, a canopy designed to protect customers from <br /> inclement weather shall be erected over the self-service dispensing pump area; <br /> (e) The self-service fuel facility shall have a lit sign for demarcation, <br /> which shall be approved by the Airport Manager prior to installation; and <br /> (f) The facility shall be well lit and equipped with a telephone and <br /> calling instructions for use by customers to report emergencies and equipment <br /> malfunctions. <br /> 5.4.4.4 Self-Service Fueling_Operations. <br /> (a) The method and route to be used by fuel delivery vehicles shall be . <br /> subject to prior approval and modification by the Airport Manager. <br /> (b) Self-service fueling equipment shall be repaired within 24 hours of <br /> an operator's receipt of notification of a malfunction. <br /> (c) The operator shall demonstrate compliance with equipment and <br /> environmental compliance requirements set forth in the self-service fuel facility <br /> <br /> . permit. <br /> Administrative Order - 16 <br /> r:\adminord\rules\03airr12ao.wpd(OS/ 16/03 ) <br /> <br />
