these Rules, and any conditions imposed on permits, leases, or other agreements with the <br /> City with respect to the size, type, and number of fire extinguishers required to be <br /> maintained. All hangars and repair areas shall have at least one currently tested fire <br /> extinguisher of the required size and type in a visible location for each 300 square feet or <br /> less. Every towing vehicle, welding apparatus, aircraft refueller, and fueling station shall <br /> have a minimum of one currently tested fire extinguisher of the required size and type at all <br /> times. Use of any fire extinguisher equipment under any circumstances shall be reported to <br /> the Airport Manager.and Fire Chief immediately after use. <br /> 4.15.8 Storas;e of Flammable Liquids. No person shall store flammable or <br /> combustible liquids in any hangar or work area unless it is stored in a properly labeled and <br /> approved flammable liquid storage cabinet. No dispensing of flammable liquids shall occur <br /> except in an approved container under five gallons. Storage cabinets may contain a <br /> maximum of 50 gallons capacity of flammable liquids. Storage cabinets shall conform with <br /> the following requirements or their equivalent in fire resistance: Bottom, top, and sides of <br /> the cabinet shall be made of steel having a thickness of 0.043 inch. The cabinet, including <br /> the door, shall be doubled wall with an 1-1/2 inch air space between the walls. Joints shall <br /> be riveted or welded and be tight fitting. Doors shall be well fitted, self closing and equipped <br /> with a latching device. The bottom of the cabinet shall be liquid tight to a height of at least <br /> two inches. Cabinets shall be conspicuously labeled in red letters "Flammable -Keep Fire <br /> Away" "No Smoking Within 50 Feet". <br /> 4.15.9 Welding or Burning. Welding or burning shall occur only in a booth, room, <br /> or area designed for such use. <br /> 4.16 Smoking. No person shall smoke or carry lighted cigarettes, cigars, or pipes or any <br /> flame in or about any fuel storage area, stationary refueling vehicle, public landing area, public <br /> aircraft parking and storage area, or any other area where smoking is prohibited by sign. <br /> 4.17 Vending Machines and Newsracks. Vending machines and newsracks may be <br /> located only in areas designated by the Airport Manager. In determining where to designate vending <br /> machine or newsrack areas the Airport Manager shall consider whether vending machine or <br /> newsrack placement would interfere with pedestrian movement, compete with another permitted <br /> activity, foster political speech, and any other factor the Airport Manager deems relevant. The <br /> Airport Manager may grant an exclusive concession to operate newsracks. The operation of any <br /> vending machine or newsrack which requires money to operate it is a commercial activity and <br /> requires a permit under these rules. The Airport Manager may order removal of noncommercial <br /> vending machines or newsracks if the operation of these machines creates excessive litter. <br /> 5. RULES OF LIMITED APPLICABILITY. <br /> 5.1 Repair of Motor Vehicles and Aircraft.
