f <br /> i <br /> r <br /> i <br /> ADMINISTRATIVE ORDER N0.58-04-04 <br /> of the <br /> City Manager of the City of Eugene <br /> CONCERNING NOTICE OF. INTENDED INFLATIONARY <br /> ADJUSTMENT OF SYSTEMS DEVELOPMENT CHARGES <br /> FOR LOCAL WASTEWATER SYSTEM, STORMWATER <br /> SYSTEM, AND TRANSPORTATION SYSTEM. <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section 2.020 of the Eugene Code, 1971, authorizes the City Manager of the City of <br /> Eugene to d termine and set fees and charges to be imposed by the City for services, goods, use of <br /> municipal p perty, and licenses and permits. Eugene Code 7.710(5) authorizes the City Manager <br /> to adopt by inistrative order changes to SDC rate factors and cost indices. <br /> G B. The SDC Methodologies were adopted by Resolution No. 4740 on September 23, <br /> 2002, and su sequently amended by Resolution Nos. 4748, 4767, 4768, 4770 and 4776. <br /> C. In accordance with the procedures set forth in Sections 2.020 and 7.710(5) of the <br /> Eugene Cod , 1971, I propose to amend portions, of the Systems Development Chazges by <br /> <br /> ` ~ implementin a 5.0% inflationary increase to both the local wastewater system and transportation <br /> system, and 4.3 % inflationary increase to the stormwater system, as set forth in the Notice attached <br /> as Exhibit A. These inflationary adjustments are based onthe nationa120-city average Construction <br /> Cost Index published by the Engineering News-Record. <br /> D. I find that the proposed inflationary adjustments to the Systems Development Chazges <br /> set forth in E 'bit A are consistent with adopted policies of the City, inconformity with applicable <br /> state law, au orized by EC 7.710(5), and should be implemented effective Apri15, 2004. Upon <br /> adoption, th final Administrative Order and amended fees shall be appended to the Systems <br /> G Developmen Charge Methodologies. <br /> i <br /> On t e basis of these findings, I order that: <br /> 1. Copies of the Notice of the proposed inflationary adjustment be provided to the <br /> j Mayor and C ty Councilors and to persons who have requested such notice, posted at two locations <br /> f at City Hall, ublished in the Register-Guazd, a newspaper of general circulation within the City, and <br /> { be made ava lable for inspection by interested persons at the office of the City Engineer, Public <br /> Works Dep ent, 858 Peazl Street, Eugene, Oregon 97401, during normal business hours (8:00 <br /> a.m. to 5:00 .m., Monday through Friday, exclusive of holidays). <br /> Administrati e Order - 1 <br /> <br />
