Chapter 7 of a Eugene Code contains the general provisions governing the initiation, construction, d assessment for local improvements, including provisions that authorize the deferral or m dification of assessment payments, and imposition of a delayed, or equivalent assessment. nder the Code, an owner who purposes to connect property to a City wastewater sewer who h not previously paid a local improvement assessment for that wastewater sewer is required top y an equivalent assessment prior to the connection being authorized. Similar provisions fo imposition of an equivalent assessment for street improvements are set forth in the Code. Provisions o the Eugene Code also provide that when a local improvement has been constructed and an equiv lent assessment is to be imposed, the City Engineer will establish the equivalent assessment r to based on the actual cost of the improvement when it was constructed, plus an indexing fac r to bring the historic costs up to date.
