Section 2.019 of the Eugene Code, 1971, authorizes the City Manager to adopt rules <br /> and regulatio s necessazy for the administration or enforcement of provisions of the Eugene Code, <br /> 1971. <br /> B. Pursuant to that authority and based on the findings contained in Administrative <br /> Order No. 58 04-09 issued on March 15, 2004, I proposed the adoption of Indexing of Equivalent <br /> Assessment ates Administrative Rule R-7.407. <br /> C. Notice of the proposed Rule was givenbymaking copies available to anyperson who <br /> had requeste such notice and by publication in the Register Guard, a newspaper of general <br /> circulation w thin the City, for five consecutive days, on Mazch 19, 20, 21, 22, and 23, 2004. The <br /> Notice provi ed that written comments would be received for a period of 15 days from the date of <br /> the first publi ation. No written comments were received within the time or in the manner set forth <br /> in the Notice. <br /> Now, herefore, based on the above findings and the findings in Administrative Order No. <br /> S 8-04-09, w ch aze hereby adopted, and pursuant to the authority contained in Sections 2.019 of the <br /> Eugene Code 1971, I hereby adopt Indexing of Equivalent Assessment Rates Administrative Rule <br /> R-7.407, to b come effective as of 12:01 a.m. on April 12, 2004, as follows: <br /> INDEXING OF EQUIVALENT ASSESSMENT RATES <br /> ADMINISTRATIVE RULE R-7.407 <br /> R-7.407-A Definitions. <br /> As us din this Rule, the following words and phrases are defined as follows: <br /> Base Year.
