ADMINISTRATIVE ORDER N0.58-05--07
of the
City Manager of the City of Eugene
CONCERNING NOTICE OF INTENDED AMENDMENT OF
FEES FOR ENGINEERING SERVICES FOR PRIVATELY
CONSTRUCTED PUBLIC IMPROVEMENTS AND
REPEAL OF ADMINISTRATIVE ORDER N0.58-04-14-F
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to
determine and set fees and charges to be imposed by the City far services, goods, use of
municipal property, and licenses and permits.
B. In accordance with the procedures set forth therein, and the further authority of
Section 7.130 of the Eugene Code, 1971, I intend to amend the Engineering Services Fee
Schedule that was adopted by Administrative Order No. 58-04-14-F on August 6, 2004, by
increasing the fees as set forth in the Notice of Intended Increase in Engineering Services Fee
Schedule attached as Exhibit A. The fee increases aze necessary in order to recover the full cost
of engineering services for each classification of engineering employee. The proposed fees have
been calculated after the annual review of the costs of providing engineering services.
C. In determining the proposed fees set forth in Exhibit A, I have considered the
applicable policies, enactments and directives of the City Council, the amount chazged for these
services by the City in the past, the full costs of providing these services supported by the fees,
the amounts charged by other comparable providers, and the revenue needs of the City as
determined by the adopted City budget. In addition, the fee amendments are necessary in order
to comply with the requirements of Section 7.130 of the Eugene Code, 1971, that the fees
charged cover the costs, including overhead, of engineering, inspection and review services
performed by the city on all private or public improvements not engineered by the city.
On the basis of these findings, I order that:
1. Copies of the Notice attached as Exhibit A be provided to the Mayor and City
Councilors, posted at two locations at City Hall, and be made available for review by interested
persons at the offices of the City Manager, 777 Pearl Street, Eugene, Oregon 97401, during
normal business hours (8:00 a.m. to 5:00 p.m. Monday through Friday, exclusive of holidays);
and a copy of the Notice attached as Exhibit B, which identifies those fees that are $250 or
greater, be published in the Register Guard, a newspaper of general circulation within the City.
2. All persons desiring to comment on the fee amendments shall submit written
comments as set forth in the Notice. After expiration of the comment period, I will establish by
administrative order the fees as proposed or as modified in response to the comments received,
incorporate any unamended fees established by Administrative Order No. 58-04-14-F into the
new fee schedule, and repeal Administrative Order No. 58-04-14-F.

Administrative Order -Page 1 of 1
