Copies of the Administrative Order and Public Notice 'i <br /> are attached. I anticipate the Notice will be posted on or around July 1, 2005. ~ <br /> Iii <br /> Background <br /> Most residential subdivisions and commercial developments in the Eugene area are built by <br /> private developers. These developments typicaAy include public streets, wastewater facilities, ~ j <br /> storm drainage facilities, and other improvements that are privately engineered and constructed. ~ <br /> The new improvements are inspected and accepted by the City of Eugene and are maintained <br /> by the City's Public Works Department. <br /> r <br /> The City charges the private developer the cost of reviewing plans, testing, inspecting <br /> construction, reviewing as-construct drawings and performing 11-month warranty inspections. In + <br /> accordance with City Code Section 7.130(1), fees for these services recover the City's full costs, <br /> including overhead. Developers are provided engineering cost information before they sign any ~ 1 <br /> contract that requests City design or inspection services on privately constructed projects. <br /> FY06 Rates <br /> The City's FY06 engineering rates for services to privately engineered public improvements are <br /> 6% higher than FY05 rates. Significant factors influencing FY06 rates include increases in <br /> wages, health insurance, and PERS rates. <br /> Next Steps <br /> The Notice provides fora 15-day comment period. At the end of that time, the City Manager will <br /> review comments and prepare a final order setting the fees which will include consideration and <br /> response to any public comments.
