NOTICE OF INTENDED RULEMAKING <br /> PROPOSED AMENDMENT OF PORTIONS OF THE PARK AND <br /> OPEN SPACE RULES; RATIFICATION OF UNAMENDED PORTIONS; <br /> AND REPEAL OF ADMINISTRATIVE ORDER NO. 58-03-24-F. <br /> NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Section 2.019 <br /> of the Eugene Code, 1971, and Administrative Order No. 21-03-12, the Executive Director of the <br /> Public Works Department of the City of Eugene, intends to amend the Pazk and Open Space <br /> Rules as follows: <br /> (a) Amend portions of the Use Permits provisions in Rule 1.004; (b) amend Rule <br /> 1.005(3) Notice of Restriction of Use, to clarify subsection (a) and add a new subsection (e) <br /> thereto; (c) amend the provisions of Rule 1.007 -Possession or Consumption of Hard Liquor <br /> and Alcoholic Liquor to clazify its provisions; (d) amend Rule 1.008 to prohibit use of tobacco <br /> products in all public restrooms; (e) amend Rule 1.010(15) to clarify prohibited use of <br /> playground equipment, picnic tables and picnic shelters; (f) amend Rule 1.015 to restrict the <br /> possession of firearms except as provided therein; (g) amend rule 1.030 to authorize the citing or <br /> towing of vehicles not parked in a pazking facility and prohibiting pazking under the canopy of a <br /> tree unless in a paved parking area; (h) amend the prohibition relating to dogs in Rule 1.050(2); <br /> and (i) amend Rule 1.060(2) to clarify the person authorized to permit the activities described <br /> therein; and readopt the remaining unamended portions of the Park and Open Space Rules and <br /> repeal Administrative Order No. 58-03-24-F. <br /> Adoption of the proposed amendments is necessary in order to insure the preservation of <br /> the public welfaze and safety of persons using City parks. The Rules may be reviewed at the <br /> office of the Public Works Department, Administration Division, 858 Pearl Street, Eugene, <br /> Oregon 97401 during normal business hours (9:00 a.m. to 5:00 p.m., Monday through Friday, <br /> exclusive of holidays). <br /> All persons wishing to comment thereon or object thereto must submit their comments or <br /> objections to the City's Public Works Department, Administration Division, 858 Pearl Street, <br /> Eugene, Oregon 97401, in writing, within fifteen (15) days of the date of the first publication <br /> hereof, as indicated below.
