E. Pursuant to EC 6.411(1), I have conducted an investigation of the revenue needs of the City in providing these services. F. Based on my investigation, I find that the proposed Stormwater User Fee Schedule is in compliance with the Council's directive that the costs of providing such services be recovered from the beneficiaries of the services, and other applicable policies and directives of the City Council; is consistent with applicable federal and state regulations; is comparable to the amounts . chazged by the City of Springfield and other such service providers; preserves the equity between different classes of ratepayers; and is based on the proposed budgets of the City. Therefore, the amended fee schedule attached as Exhibit A should be implemented and effective for all bills issued on or after July 1, 2006. On the basis of these fmdings, I order that: 1. A copy of this Order be forwarded to the Mayor and City Councilors. This Order shall become effective on the 11 ~ day after the date of its entry unless a review is requested by a majority of the members of the Council prior to the effective date. 2. Notwithstanding the effective date of this Order as set forth above, the Stormwater User Fees attached as Exhibit A are established as the fees to be chazged for the described services, effective for all bills issued on or after July 1, 2006. 3. The unamended fees established byAdministrative Order No. 58-05-03-F remain in full force and effect and aze incorporated into the new fee schedule attached as Exhibit A. 4. Administrative Order No. 58-OS-03-F and the fees established therein aze repealed as of the effective date of this Order. Dated this ~~day of May, 2006. Dennis M.
