^1 <br /> ~i <br /> • Has consideration been given to basing the stormwater rates on trip rates? <br /> o Staff Response: In the latest rate methodology revisions, it was acknowledged <br /> ' that there was a correlation between size of residence or commercial building <br /> j and the number of vehicles; therefore, size of <br /> footprint also serves as a <br /> ~ surrogate for number of vehicles. <br /> • Does the city pay the stormwater fee for street surfaces? <br /> o Staff Response: The city does not bill itself <br /> for the impervious surface square <br /> footage of <br /> public streets. However, all customers pay a share of the <br /> stormwater fee for public streets ("street related "component of the charge), <br /> and the owners of <br /> private streets are assessed a stormwater fee. <br /> • What is the amount of offset a customer can earn for having a drywell or other <br /> discharge reduction facility? <br /> o Staff Response: For a reduction in the impervious surface component of the <br /> stormwater charge, the customer would have to have a constructed <br /> containment system in place to handle some portion of the stormwater runoff. <br /> A credit can be assigned up to 100% of the impervious service component. <br /> However, all customers continue to pay the street-related run-off charge and <br /> an administrative fee. <br /> • What are the other city comparables for stormwater rates, and how do they compare? <br /> o Staff Response: In accordance with Eugene Code Section 6.411(2)(d), staff <br /> compiles annually a wastewater and stormwater rate survey for 11 <br /> comparable Oregon cities.
