I <br /> + Summary Record of Testimony Submitted at Public Hearing <br /> ~ Tuesday, May 9, 3:00 p.m. <br /> McNutt Room, Eugene City Hali, 777 Pearl St. <br /> On the matter of receiving comment on proposed adjustments for stormwater <br /> and wastewater services for bills issued on and afterJuly 1, 2006 <br /> My concern is that we're building new road projects with bioswales and medians, and <br /> individual and commercial [rate] payers could end up subsidizing these new roads. It is <br /> my fear that road designs will incorporate environmental features (bioswales) that make it <br /> very expensive but hide the source of funding. For example, the courthouse and parking <br /> garage projects will create medians. Is this money then building roads? Is on-going road <br /> maintenance being funded from these rates? Multiple Unit Property Tax Exemption is <br /> very costly. Why give tax breaks but then charge more rate fees? Is this really a new tax <br /> we're proposing? It feels like we put it on the EWEB bill so taxpayers don't know where <br /> it's coming from. Does the public want the big fancy roads with fancy bioswales?
