The fees are proposed to increase by <br /> 15% beginning on bills issued on or after July 1, 2006. The proposed increase will allow continued <br /> funding of stormwater services consistent with the proposed FY07 budget. A number of recent Council <br /> actions are directly related to the increase: <br /> • In October 2005, Council directed that staff incorporate into the FY07 budget $326,000 in <br /> operating expenses related to new stormwater development standards. <br /> • In January 2006, Council directed that staff increase the stream corridor acquisition program by <br /> $300,000 per year, beginning in FY07. <br /> • In February 2006, Council directed that one-half of the funding for the Street Trees/Median <br /> Maintenance Program be shifted from the Road Fund to the Stormwater Fund, resulting in an <br /> additional $655,000 annual operating expenses for FY07. <br /> Customers in the small residential category will see a $0.79 increase in their monthly fee, to a total of <br /> $6.00. The medium residential customer fee will increase by $1.14 per month, to a total of $8.69. This is <br /> the third increase in stormwater rates since 1994. <br /> All stormwater customers will be notified of the proposed increase through a rate notification brochure <br /> inserted into EWEB bills, advertisements in the Register Guard, and via the City's web site. Copies of <br /> this notice will be provided to the news media, interested persons who have requested notice, and <br /> interested government agencies, posted at City Hall, and first advertised in the Register Guard on April <br /> ;29, 2006.
