I <br /> i <br /> i <br /> ADMINISTRATIVE ORDER N0.58-06-08 <br /> c <br /> of the <br /> City Manager of the City of Eugene <br /> CON ERNING NOTICE OF INTENDED AMENDMENT OF FEES FOR <br /> ENG NEERING SERVICES FOR PRIVATELY CONSTRUCTED PUBLIC <br /> IMP OVEMENTS, AND REPEAL OF ADMINISTRATIVE ORDER NO. <br /> 58-05 07-F. <br /> The ity Manager of the City of Eugene finds as follows: <br /> A. Section Z.O20 of the Eugene, Code, 1971 authorizes the City Manager to <br /> determine d set fees and charges to be imposed by the City for services, goods, use of <br /> municipal pr perty, and licenses and permits. <br /> <br /> ~ B. In accordance with those procedures, and the further authority of Section 7.130 of <br /> the Eugene ode, 1971, I intend to amend the Engineering Services Fee Schedule that was <br /> adopted by dministrative Order No. 58-OS-07-F on July 19, 2005, by increasing the fees as <br /> indicated on the Notice of Intended Increase in Engineering Services Fee Schedule which is <br /> attached as xhibit A. The fee increases are necessary in order to recover the full cost of <br /> engineering services for each classification of engineering employee. In addition, a new <br /> classificatio is being added for Traffic Engineer. Annual review of the costs of providing <br /> engineering ervices has been completed and the proposed fees have been calculated based on <br /> the results o that review. <br /> C. In determining the proposed fees set forth in Exhibit A, I have considered the <br /> applicable p licies, enactments and directives of the City Council, the amount charged for these <br /> services by he City in the past, the full costs of providing these services supported by the fees, <br /> the amount charged by other comparable providers, and the revenue needs of the City as <br /> determined y the adopted City budget. In addition, the fee amendments are necessary in order <br /> to comply ith the requirements of Section 7.130 of the Eugene Code, 1971, that the fees <br /> charged co er the costs, including overhead, of engineering, inspection and review services <br /> performed b the city on all private or public improvements not engineered by the City. <br /> On t e basis of these findings, I order that: <br /> 1. Copies of the Notice attached as Exhibit A be provided to the Mayor and City <br /> Councilors, osted at two locations at City Hall, and be made available for review by interested <br /> persons at t e offices of the City Manager, 777 Pearl Street, Eugene, Oregon 97401, during <br /> normal busi ess hours (8:00 a.m. to 5:00 p.m. Monday through Friday, exclusive of holidays). <br /> In addition, a copy of the Notice attached as Exhibit B, which identifies those fees that are $250 <br /> or greater, e published in the Register Guard, a newspaper of general circulation within the <br /> City. <br /> 2. All persons desiring to comment on the proposed fee amendments shall submit <br /> written co ments as described in the Notice.
