Copies of the Administrative Order and Public Notice are attached. I
anticipate the N ice will be posted on or around June 16, 2006.
Background
Most residentia subdivisions and commercial developments in the Eugene area are built by private

'developers. T ese developments typically include public streets, wastewater facilities, storm drainage

i facilities, and of er improvements that are privately engineered and constructed. The new improvements are

~ inspected and ac epted by the City of Eugene and are maintained by the City's Public Works Department.

~ The City charge the private developer the cost of reviewing plans, testing, inspecting construction, reviewing
as-construct dra ings and performing 11-month warranty inspections. In accordance with City Code Section
7.130(1), fees f r these services recover the City's full costs, including overhead. Developers are provided
engineering cost information before they sign any contract that requests City design or inspection services on

I privately cons cted projects.

I
FY07 Rates
The City's FYO engineering rates for services to privately engineered public improvements are 3% higher
than FY06 rate . The FY07 rate model is based on the FY07 proposed budget and a projection for total
billable hours th t is based on current trend.
Ne~ct Steps
The Notice pro ides fora 15-day comment period. At the end of that time, the City Manager will review
comments and repare a final order setting the fees which will include consideration and response to any
public comment .The new hourly rates are expected to be effective with the pay period that begins on July 9,
2006.
For additional i formation on the proposed charges contact Mark Schoening at 682-5243; for additional
information on efee-setting process contact Susan Weixelman at 682-5388.
