Department of Homeland Security Guidelines Assessment: <br /> Assessment: Eugene and Springfield have addressed four of the five recommended <br /> areas in the. DHS Interoperability Continuum. Specifically.- <br /> 1. "Increase Frequency of Use" Assessment: Eugene and Springfield operate .two <br /> radio systems, one for police and one for fire, which are each shared systems. <br /> These are exercised daily. <br /> 2. "Create Governance Structure" Assessment: Numerous interagency and <br /> mutual aid agreements exist between the cities and'their departments. In <br /> addition, the Eugene-Springfield Interagency Communications group has <br /> developed this plan. <br /> 3. "Develop Standard Operating Procedures" Assessment: This plan has <br /> established SOP's for Eugene and Springfield interoperable communications. <br /> 4. "Integrate Technology Solutions" Assessment: Given the. shared nature of <br /> Eugene and Springfield's UHF and VHF systems, little additional. technology <br /> other than reprogramming radios is necessary to provide communications <br /> interoperability for these two agencies. This is likely to change as other agencies <br /> are added to the plan. <br /> 5. "Conduct Training and Exercises" Assessment: This plan calls for regular <br /> training of personnel in interoperable communications protocols, as well as <br /> periodic exercises to test the plan and allow participating agencies to adjust to <br /> changing conditions. <br /> Oregon State Interoperability Executive Council (SIEC) Interoaerabilitv Guide <br /> Assessment: <br /> <br /> Assessment: Eugene and Springfield are in compliance with SIEC's short-term <br /> recommendations. Specifically - <br /> The SIEC Short Term Interoperability Guide issued November 17, 2004, <br /> recommends the following: <br /> 1. "The simplest means to gaining a measure. of interoperability is programming <br /> existing, operational channels from agencies that are adjacent to each other <br /> geographically and that operate in the same frequency band, into your radio. <br /> Each county, state agency, municipal and special district radio manager should <br /> agree to allow other responders, on the same frequency band, to use (heir radio <br /> system on designated interoperable channels when necessary. " <br /> Assessment: Eugene and Springfield Police and Fire agencies have already. <br /> taken this step. In addition; Eugene Public Works is fully interoperable with <br /> Eugene Police, and could, with programming, be fully interoperable with <br /> 11 <br /> <br />
