November 26t'' 2001
Energy Conservation Programs
Programs that are currently in effect or new upcoming programs.
• Hybrid Cars: The city has purchased hybrid cars for use in and around the city. The city
Of Eugene has recently ordered 2 more. This is of particular importance with increasing
fuel, and maintenance costs of vehicles.
• Annual Emissions Testing and Tune Up Program: We are looking into the possibility of
implementing a vehicle emission inspection/tune up program to aid in the reduction of
airborne pollutants and to insure that the vehicles are running at optimum performance.
This will not only benefit the operators of the vehicles but also help in the reduction of
increasing fuel costs. Part of this program will be scanning the vehicles computer
systems for diagnostic codes. This program shall also be expanded in the future to testing
diesel engine applications which are major pollutant factors to the environment.
• Diagnostic Testing: Look into the possibility of purchasing an engine diagnostic
platform and an opacity meter. These two machines would aid us in the diagnostic
repairs and preventive maintenance of gasoline and diesel vehicles. With this enhanced
performance we would reduce the down time, reduce fuel costs, and have the vehicle
running at optimum emission performance.

• Oil Analysis: We currently perform oil analysis testing on all the fire trucks on a 6
monthly basis. We perform this same test on other vehicles as needed. We are looking at
the possibility of performing the oil tests on a six monthly basis for all vehicles. This
process would aid in the analysis of the vehicles and help catch issues before the grow.
Additionally this will ensure that all equipment is operating a t peak performance .
