12/10/98 <br /> To: Executive Managers <br /> From: Fleet Advisory Board; George Jessie, Fleet Manager <br /> Subject: FLEET 5 YEAR EQUIPMENT REPLACEMENT PLAN <br /> The Fire Dept. has identified a need to replace a piece of aerial fire equipment previously replaced with 2 <br /> fire pumper trucks. The aerial equipment, a 1972, 75' Snorkel truck (605002) was scheduled for <br /> replacement in FY97. Two pumpers were purchased in lieu of replacing the Snorkel at that time. At that <br /> time, Fire acknowledged that they had used the allocated Fleet replacement fimds for the Snorkel apparatus <br /> with the 2 pumperpurchases. <br /> The Snorkel is no longer useable as an aerial device due to severe damage to the aerial lift. Fire has <br /> identified replacement of this aerial as a high priority, with an expected cost of around $650,000. At the <br /> end of FY98, $250,000 was transferred into the Fleet Equipment reserves from Fire resources. An <br /> additional $75,000, from General Fund, "one time" available monies is being transferred to Fleet <br /> Equipment reserves in FY99. <br /> The Fire Dept. has proposed re-arranging the Fleet 5 Year Equipment Replacement Plan to make additional <br /> funding available for acquisition of a new aerial device. The plan, illustrated in the attached spreadsheet A, <br /> includes disposing of two Ford Midi-pumpers (608001 & 002) from Fire equipment inventory. The <br /> $300,000 planned for these equipment replacement would be merged with the $325,000 moved into Fleet <br /> equipment reserves for the new aerial acquisition in FI'2000. If additional money is required to purchase <br /> the new aerial truck {$25,000), this would likely come from the General Fund portion o£the Fleet <br /> Equipment reserves. <br /> Other Fire apparatus scheduled for replacement in the FY2000 - 03 time frame would be delayed to <br /> accommodate the revised replacement plan, while not increasing the total amount to be spent on Fire <br /> equipment replacement during the 4 year period. <br /> The Fleet Advisory Board reviewed this plan at their December 7`'' meeting and recommended approval of <br /> this modification. There was concern raised during the discussion about the actual availability of the one <br /> time monies. Should any of these funds transferred to Fleet reserves be rescinded or frozen then the <br /> Fleet Board would-like to review the proposed modifications to the 5 year Replacement Plan before <br /> implementation or revert to the previously. adopted plan. <br /> ACTION DESIRED: The Executive Managers previously approved the Fleet 5 Year Replacement Plan at <br /> their 10/1/98 meeting.
