B <br />Salem, Oregon 97301 <br />City of Eugene <br />244 East Broadway <br />Eugene, Oregon 97401 <br />(541)682-5560 <br />(541) 682-8410 Fax <br />RE: COURTHOUSE TRANSPORTATION IMPROVEMENTS -PROJECT #3973 <br />Enclosed is the prospectus for roadway improvements to augment the new Federal Courthouse site east <br />of Mill Street and north of 8~' Avenue in the City of Eugene. A~ swift review and processing of this <br />application are essential to ensure that we are able to develop a workable project within time lines that <br />are being established by the General Services Administration. As you know, we have obtained a <br />Transportation. and Community and System Preservation (TCSP) grant from the Federal Highway <br />Administration (FHWA) to fund the Preliminary Engineering portion of the project development. <br />We intend to utilize a portion of this funding to contract with a consultant(s) to assist us with <br />development of the necessary documentation demonstrating compliance with the National <br />Environmental Policy Act (NEPA); the traffic impact analysis; and preliminary design of proposed <br />roadway improvements. As you had suggested, we have discussed the draft prospectus with Brian <br />Bauman, Area 5/Region 2 Environmental staff and Tom Boyatt, Area 5/Region 2 Planner for assistance <br />with portions of the Part 3. We are also coordinating with ODFW and LRAPA for their water and air <br />quality expertise. <br />I would like to thank you for your assistance and. again emphasize that time is of the essence in the <br />review and programming of this project.
